About Us

The Johor-Singapore Special Economic Zone (JS-SEZ) was formed through the signing of an agreement between Malaysia and Singapore on 8 January 2025, offering investors and businesses further assurance to tap on the strength of Johor’s land availability and lower costs with Singapore’s robust financial services and infrastructure to realise their investment.

Its expansive 3,288 sq km area, a combination of the well-developed and advantageous Iskandar Malaysia, which Forest City resides in, and Pengerang areas, offers 9 Flagship areas each with its special incentives in 11 promoted sectors: Logistics, Manufacturing, Financial Services, Business Services, Digital Economy, Tourism, Food Security, Health, Education, Energy and Green Economy.

JS-SEZ aims to enhance cross-border mobility and connectivity for people and goods, strengthen business ecosystems to foster a robust business environment, enhance economic complexity with high-value-added industries and increase talent mobility, talent exchange and collaboration to strengthen its position as an investment hub and become an economic centre benefiting businesses and the people.

JS-SEZ offers expansive connectivity through 3 international ports—namely Johor Port, Port of Tanjung Pelepas and Tanjung Langsat Port—and the Senai International Airport, plus Singapore’s Changi International Airport which is just across the border.

Facilitation of smooth and fast investment into JS-SEZ is spearheaded by the Invest Malaysia Facilitation Service Centre Johor (IMFC-J), a jointly operated, state-federal one-stop centre. Led by Iskandar Regional Development Authority (IRDA), Invest Johor, and Malaysian Investment Development Authority (MIDA), IMFC-J is designed to remove bottlenecks and fast-track investor journeys within the JS-SEZ. There are over 30 government agencies—Federal, Johor and Local Authorities—plus private entities, that are a part of the IMFC-J operations covering all the needs of an investor.

Among the initiatives enhancing the JS-SEZ ecosystem include the partnerships with international, regional and local banks as JS-SEZ touchpoints for investors across the globe, the Johor Talent Development Council which serves as the premier One-Stop Centre for comprehensive talent solutions in Johor to address the evolving talent needs of the region, and the Johor Halal Advancement Plan 2030 which aims to strengthen Johor’s halal ecosystem. The JS-SEZ Blueprint is expected to be completed by the end of 2025 as a reference document for potential investors that articulates the long-term vision, strategic aspirations, value propositions and investment opportunities in JS-SEZ including a strategic roadmap for policymakers.

Areas of Collaboration

Economic Co-operation

Promote and facilitate investments in 11 economic sectors from third countries and Singapore companies expanding into the JS-SEZ, which enhance economic complexity, promote and advance digital vibrancy and technology adoption, and achieve netzero aspirations in the JS-SEZ. These sectors are manufacturing, logistics, food security, tourism, energy, the digital economy, the green economy, financial services, business services, education, and health;

Promote and facilitate expansion of 50 projects within the first five years and a cumulative 100
projects within the first ten years that will bring growth to Malaysia and Singapore, with the intent of creating 20,000 skilled job opportunities in the JS-SEZ;

Facilitate development of renewable energy projects to accelerate renewable energy trading between Malaysia and Singapore;

Consider development of new areas for free zones and facilitating the application for licensed manufacturing warehouses in the JS-SEZ Area.

Movement of People and Goods

Enhance Malaysia’s existing passes (e.g. the DE Rantau Nomad Pass) to encourage vibrancy in the JSSEZ; Enhance the movement of people and goods in phases by:

  • Increasing clearance capacity;
  • Implementing automated immigration lanes; and
  • Implementing paperless clearance for goods.

Work on developing seamless connectivity by strengthening local transport links in Singapore and Malaysia to support the JS-SEZ;

Study the feasibility of encouraging more commercial
vehicles to use the Second Link;

Explore potential data sharing to enhance customs processes in facilitating the cross-border movement of goods, subject to requirements and regulations of
both countries;

Explore any other aspects related to the movement of people and goods, which are mutually agreed by the Parties.

Talent Development

Attract talents aligned with industry needs to work in the JS-SEZ, including enhancing industry-ready skills training and education programmes and to pursue these initiatives in collaboration with the Johor Talent Development Council (JTDC) and other relevant institutions.

Ease of Doing Business

Malaysia will establish the Invest Malaysia Facilitation Centre – Johor (IMFC-J) to act as a one-stop centre in facilitating investments and businesses in the JS-SEZ.

Both countries will jointly promote JS-SEZ to attract investors into the region.
